While I have had best success with HP (over other brands) not drying out when you do not use them for a time; all cartridges do eventually dry out once they are opened. I would almost say it sounds like a service entry like the firewall or antivirus is not loading the next portion if you interrupt the boot sequence. IE it loads the service and entries in the machine and all users hives , but not the database in your user hive so it fails . Have you tried disabling your antivirus and firewall completely and then see if the problem persists?

We got over an inch of rain on Friday/ Saturday (thunderstorms) leaving us just under an inch below normal for the year so far. It sounds like your ISP has begun filtering torrents to protect themselves from possible liability for allowing sharing of stolen material. Unfortunately this often causes problems with legitimate file sharing as well. Have you contacted them to see if they are indeed doing this and if they can allow the legitimate torrents you want through?
