A hard stop like this is not something to do all the time but is sometimes the only option. Wait thirty seconds and restart. I think calling them CZARS is a misnomer and exagerates their position. Whether it is the media or opposition party or the President himself calling them Czars; the term is used way to loosely to cover a wide range of positions. I think there is a security issue ; along with the whole bundled apps tied into windows more deeply than some like which caused the abandonment of Outlook Express and its change to Windows Live Mail. Needless to say I do not recommend using internet applications which have had support abandoned and are no longer patched. Looks like the last time they had a patch for OE was in May 2006; not really a good idea to keep using something this old.

Yeah a ten year old OS which has not had any patches released in years is not really internet safe no matter what antivirus you have. If you are having problems finding an antivirus; it is doubtful that other software is being updated and it thus has tons of zero day exploits which will allow malicious sites to disable your antivirus, silently install software to make you part of a botnet without you even noticing anything is up and have a field day. Best to learn linux and switch to ubuntu now; or call it a good life and retire the PC.

Agreed; as with a lot of legislation while the intent may be benign and clear the actual wording is so obscure and convoluted that even the authors are probably confused.
