People are stupid to use apps on any type of social website. Not only are they insecure, but it is irritating to be constantly barraged with invites to join in. -
WinME, as well as Win9x, should not be used to access the Internet. These older operating systems are insecure even with an added anti-virus and firewall. You would be better off teaching the kids to use Linux if you need an operating system that is cheap and the computer you are installing it on doesn't meet the specifications for WinXP.

Video drivers can cause a lag especially crappy Microsoft drivers. What ATI video card do you have? As for the delay in the Start menu and etc. I would boot into Safe mode then run Disk Cleanup and defrag the drive.

You need to follow the directions in the link I provided. It shows step by step what programs to download, install and run. Once all of them have been completed you need to post all of the log files generated.

Open Task Manager and click the Processes tab. Click on the CPU tab in the window and list the program files that are using the largest percentage of the CPU.

Try accessing Internet Options in the Control Panel. If it's icon is not there or will not open follow my previous instructions. You may not have completely removed the malware. -

It may have been the power adapter. I have a 2Wire router supplied by my ISP. It was acting up then finally wouldn't connect at all. The service tech came over and gave me a new power adapter and told me not to plug it in my UPS or in a power strip. -

Go to Control Panel > System icon > Advanced system settings > Startup and recovery and uncheck Automatic restart. This should give you a blue screen with an error. Then go to Control Panel > Administrative Tools,> Event Viewer > System Logs and check both Application and System logs . Look for events that occur just prior to a reboot to see if there is a clue. You can copy and paste the events that are red here for someone to look at. -
Save it as .png then the majority of image editors can work with it.

Windows 7 Perfetch files

The only time I clean the prefetch folder is after I uninstall a bunch of old programs that I will no longer use or after a major virus infection. I have found no difference in performance with the prefetch cleaned out or disabled. -
It could be one of the add-ons is messing things up. Disable them then re-add one by one to see if one is the culprit.

Did you try to use the IE8 32-bit version? I believe IE8 64-bit doesn't support Flash and ActiveX.. I have Windows 7 64-bit and need to use Internet Explorer 32-bit

Knowing your system specifications would help. The usual tips will help speed any Windows system. Clear your Temp and Temporary Internet Files folders by running Disk Cleanup and then defrag the hard drive. This is best done in Safe Mode. Also the more memory the system has can help multiple programs run at the same time. The problem with svchost.exe hogging the cpu could be malware related. To determine if malware is causing your issue please read these directions and post the required logs in the correct section of the forums.
