But if you want to enable it go to start > run > services.msc and look for an entry named "security center". Double click this entry and change the startup type to automatic and then click "start". Always be very careful when you follow things like that especially if they involve disabling services. Not only does that NOT make your machine faster, it can cause some instabilities.
