tools- internet options-privacy tab-advance

check- overide autmatic cooking handling

and check both

first party and third party cookies to block

if there is a site you want to access

set first party cookies to prompt

'and if a site wants to place a cookie on your compt

you have the option

then it is your fault if you say yes and get pop ups

Google and many other tool bars can be doing this. If you want to allow pop ups and no one I know does, you can uninstall those Tool bars.

The way I read it is that he's trying to open pages in another window. Not just block pop ups. If so, my instructions will work.
