Problem With Relocation Of Memory - Help

I have the following message on start up:

The system DLL user 32.dll was relocated in memory. DLL c:/windows/system32/HHCTRL.OCX occupied. the vendor supplying the DLL should be contacted for a new DLL.

Help - what does it mean and how can it be fixed.

I am working off Windows XP with Office Student and Teachers Edition 2003

Have you deleted any files lately? If you can do a System Restore to a date before this happened you might get it back that way.
