i would like to have something like gnomebaker, nvu etc. problem is i have no connection to the internet. is there a solution to this?

Do you guys have compiled notes on installation of packages and programs on Ubunto. I have just switched byt can do anything as yet im stuck. how do i install, is it ok if i have no internet connection.
