Quick Xp Right Click Folder No Customize Question

I used to be able to right click on any icon or folder in Windows, choose Properties and have a window with three tabs:

General

Customize

and

Summary

I do not know what I did, but now when I right click and choose properties, I only have two tabs:

General

and

Summary

No more customize tab.

How can I get back the option to customize? My Windows updates are all current.

All I have ever seen was General, Sharing and Customize. You only get the Customize function if it is a folder. Not when it is a File. You can't customize a file.
