"The FCC will vote Thursday, October 22, 2009 on what it calls a "Notice of Proposed Rulemaking" (NPRM) on Net Neutrality. In the event the NPRM passes, it will trigger a comment period in which the public will be allowed to file opinions. The FCC created a website at openinternet.gov where you can comment on government regulating the Internet under net neutrality rules.
